Is it an event or protest?
It's not really allowed in the US either.
One artist recently tried to photograph 5000 nude people on a busy New york street. I don't know if he ever got permission

Im not too sure if it was an event or protest. When i received the email, the subject stated that it was a peaceful gathering.
